German VAT rates cut as part of COVID-19 stimulus package

In a decision made on 12 June 2020, the Cabinet of Germany approved cuts to VAT rates as part of a COVID-19 economic stimulus package.

Compliance Alert – Release of hybrid invoice formats ZUGFeRD 2.3.3 and Factur-X 1.0.7

On May 7, 2025, the hybrid formats ZUGFeRD 2.3.3 and Factur-X 1.0.7 were published and made publicly available for download. The formats, classified as consisting of embedded PDF and XML components, are technically identical and comply with EN 16931 standards.

Release of a new ZUGFeRD format version

A new version of the hybrid e-invoice format ZUGFeRD has been released. With the release of version 2.3, users of the EXTENDED profile are highly advised to update to the new version.

Mandatory Format:

- B2G: Xrechnung, Peppol BIS, Zugferd - B2B: EN-complaint formats

Mandatory for Issuing:

- B2G: Suppliers to all Federal and Bremen contracting authorities - B2B: no explicit requirements - From 1 January 2027 B2B: Taxpayers with turnover > 800 TEUR - From 1 January 2028 B2B: All taxpayers

Mandatory for Receiving:

- B2G: All contracting authorities - B2B: Buyer's consent required - From 1 January 2025 B2B: All taxpayers
